I'm not aware that the forum functions in that manner (I could be wrong, but who knows), but if you would like to get in touch with the forum moderators, you should consider sending an e-mail to the forum moderation staff at:

Please understand that the Blizzard posters who moderate this forum are dedicated to this forum only, and do not moderate outside of this forum.

Rather than emailing the feedback address, I would suggest emailing [email protected] letting them know of this issue. Given that incessantly reporting posts which do not violate policies is in violation of our Code of Conduct, they may quickly find themselves wishing they hadn't abused this reporting feature.
