Account Upgraded, Recruit-A-Friend Not Workin

I was recruited by a friend. Upon upgrading we noticed we were not getting the benefits from Recruit-a-friend, and I posted wondering why. People told me it could take up to 72 hours for full account status to take effect, but when i was fully activated we still were not getting the recruit-a-friend benefits.
I was informed by a GM that i needed to call the Billing department to sort it out, and i was helped over the phone. Apparently we had not fully completed the recruitment process. After getting the email addresses of my friend and myself, she told me she had connected us, and we were good to go.
After logging in, however, we still are not receiving the benefits. Do i have to wait for it to take effect, or are there other problems that could be going on?
I appreciate all the help so far, and that still to come! Thank you!

This does look like it was just done, it's possible it may still take awhile, but I do see them linked now.

Are you certain the characters meet the other criteria for the benefits, levels, are grouped - within range of each other - not killing anything gray to either party, etc.?
