Too Many Attempts?

Why can't i log into Account Management through the main webpage? I can log in on Battle.net just fine if I click on services such as a character xfer or anything that leads it back to the original acc management, it just tells me "Too Many Attempts".

I've tryed my desktop and my laptop and they both get the message so it's not my computer, is it the recent fixes they added to battle.net that's causing this error?
