Problem with level 20 mounts!

I'm level 20! and I went to Sen'jin village to buy a mount, after buying mount training, I attempted to buy a mount and they all require me to be level 30! I got a few friends to go to the same mount vendor and for them it requires level 20!

I am on the latest patch, but I don't understand why "Whistle of emerald raptor" is saying it requires me to be level 30.

Deleting the Cache folder would be my first recommendation, repair tool second actually. Odds are it is an old file in your cache that is not allowing you to learn the mount.
