Unable to use Portals in Shattrath City

As a level 58-59 Warlock I used the portal to go to Stormwind City. Now that I am level 60, I cannot port out . When I run through, I just end up going through and on the other side, still in the same room. Anyone have a solution to my problem?

Besides instance portals, most others will need to be activated.

If you mouse over them and get the little gold gear on your cursor - that is a sign it needs to be clicked.
