Fills the Paladin with the spirit of justice for 30 min, causing each single-target melee attack to limit the target's maximum run speed for 5 sec. Only one Seal can be active on the Paladin at any one time.
Unleashing this Seal's energy will deal [ 16% of AP + 25% of Spell Power + 1 ] Holy damage to an enemy.
So does this mean Pallies now need to give up their damage dealing seal in order to limit targets to 100% movement speed?
