Blizards policy on duel betting

What is blizzards policy on duel betting? I made an in-game agreement [on a different account] with a player stating the following(copy pasted)

"You will retype and whisper me the following: I, [removed players name], hereby acknowledge that I agree to duel [removed my toons name] three times. i agree that if I lose two of the three duels, i must pay [my name] 300 gold, in one trade, immediately afterward. If I win two of three duels I must pay [my name] 300gold."

I used a slightly different version, just moved around names a little bit, and this was done in whispers.

I won the two duels and the player refused to pay me, accusing me of hacking because I used a speed boost(I have the engineering rockets on boots). This is a violation of an ingame trade agreement and, according to what info I could find in your policies, is a scam.

I have already opened a ticket, but queue times are 4 days IIRC, so will blizzard be able to assist me? Or is this scammer gonna get away with gold that is rightfully mine? basically, should i just close the ticket right now and not waste my time?

While making friendly wagers of this variety is not in violation of our policies, advertising for such activities may be result in account actions. Nevertheless, these wagers are considered unsupported transactions; in other words, should things go awry, the Game Master staff will be unable to intervene in a large majority of these cases. Accordingly, I recommend only wagering with those you know and trust.

I recommend that you leave your petition open and remain patient for a Game Master to look into this, but as previously mentioned, it's unlikely that the Game Master who addresses your petition will be provide reimbursement.
