Account Seperation from BNET Account

So my friend has two accounts and decided to give one to his cousin but both accounts have been merged into one Bnet account. Can the account his cousin is playing on be seperated from the Bnet account in to one of his own for seperate log ins?

If they are both in his name, they are both his and he isn't allowed to gift, transfer, sell, trade or let anyone else have access.

In a case like this, he might want to look into a RAF for his cousin. Would provide a quick catch-up as well as numerous other associated benefits....on their own account :)
