Planned on buying another account and xferring a couple chars to it so that I could quest more than one char at a time once Cata is out (logged on to multiple accounts). Basically it's just so I don't have to level 1 character at a time.

Is this legal? Is it considered multiboxing or whatever?

As long as you are the legitimate account holder on both (and your machine can handle multiple instances of the game client), this is perfectly fine.
