What exactly are you trying to transfer? There are many requirements that must be met - or that could disqualify a transfer. If it's between Battle.net accounts, if one is under 30 days old, that itself would stop a transfer until that period has expired.
If you are trying to transfer from a higher edition - say a Wrath enabled account to a Vanilla level account, that wouldn't work either. You can only transfer between accounts the same level or higher - not backwards.
