Bryntoll GM Ticketed Item

So I did an ICC 25 man run with rules clearly stated with a pug.
Bryntoll drops and I get the high roll but the RL accidentally gives it to someone who rolled twice. The guy ends up leaving instead of trading me right off the bat and everyone in the raid tells me to GM Ticket and I will receive the item in a few days.
I wait a few days and they finally get back to me basically saying that there isn't much they can do.

I don't understand why the GM's cant look back in the logs and simply see that the loot was supposed to go to me from a simple RL loot mistake?
I have done a bit of researching myself in the forums and have seen 2 different outcomes happen with the same story. One person gets an item back after submitting a GM ticket, and another gets nothing.

It is extremely frustrating that a simple mistake like this cannot be fixed, yet when someone "scams" someone else it can be. Aren't these two situations the same? I would love to see a blue post but thats just wishful thinking, thanks for the input.

In the case of an 'honest' misloot - the item holder generally has to be the one that initiates a request of this nature.

Scams are an entirely different matter.

Even in the case of a bonafide scam, we'll look into the issue - even take any actions warranted, but the item may or may not be awarded elsewhere.
