I do not believe there is anything currently being tested on the PTR, Hunterkilmor. So the question is less of a “what time” and more of a “what day” – to which I do not have an answer for you. :0/

Look for activity on the Test Realm forum, as it will become alive with players and blues alike when it comes time to have more content being tested: (http://forums.worldofwarcraft.com/board.html?forumId=11572&stationId=1&pageNo=1)

No, it is a link to the Test Realm forum, though you are unable to see it unless the forum is active. So, if you come back and test that link, and are able to see posts there, that should be an indication that the PTR is up.
