If your account was hacked and is in the stage of bringing back characters that were deleted will new characters you make during this time be deleted when the process is finished?

There is only one reason I can think that we would ask you to delete a character in this sort of situation, Whirlwind. If ten of your characters were deleted due to the compromise, and you created another, then this would put you above cap when trying to restore the previous ten. In a situation such as that, we may request that you remove the new "eleventh" character.
