Error 202 when trying to upgrade WoW account

So we're trying to re-make mom's account, I did the whole Recruit-a-Friend, and now we're trying to direct upgrade her account and it keeps giving us "Error 202" and advises us to call billing.

After on hold with them for a ridiculous amount of time, I decided to try and post something here.

What exactly _is_ Error 202 and what do I do about it, short of spending an hour plus and nearly 50 miles worth of gas to drive out to Walmart to buy a boxed copy?

Edit: I'd have mom post with her account, but she hasn't made her character yet (She wants a draenei, thus she can't make it yet).

Edit: Was able to get *classic* by buying a digital copy through the Blizzard Store, but there's no digital copy available for Burning Crusade for some weird reason.......

This particular error message indicates that we were unable to process the credit card, Hirai. Unfortunately, I do not know exactly what would have caused you to receive this error in this particular situation; however, our Billing department may be able to shed some light on this for you. Please remain as patient as possible while you wait to speak with our Billing department.
