Are you reporting from a different account, Kumarion? I was only able to find two petitions submitted, the most recent one which is from a couple weeks ago was regarding a possible naming violation as well as the report of inappropriate chat.
Though I can not provide information regarding another's account I can say that the matter was reviewed and appropriate actions were taken based on our policies.
Please understand our goal is to educate our players in the hopes that they will learn to curb their behavior and help create a fun environment for all. For this reason we have the Penalty Volcano, which allows a certain amount of leeway before an account is closed. If they do not learn from their mistakes and continue to violate our policies and are reported, they will make their way up to the top of that volcano.

What happens in many of these cases is someone says something in chat that would be against our policies, someone then shouts "Reported". The person who said reported rarely ever reports so then it creates a false perception. The person who was "reported" never is contacted by a Game Master and warned or actioned in any way so they think that what they did was permitted. The others who were in the channel see the same person again doing the same thing, so they also think that nothing was done.
Many of them, thinking nothing is done don't bother to report themselves. The ones that were "reported" get bolder, which encourages others to follow in their footsteps. Depending on your realm and the population that dwells there, this has likely been building over time. It won't go away over night but you can make a vast improvement to your realm by simply using the tools that are available to you.
The Report Spam feature should be used for spam, both for players and for gold/powerleveling advertisements. Player spam is considered repeated lines within a short span of time as well as using linked items in conjunction with other things like body parts. This feature was introduced by our Developers to help a realm's population curb this behavior.
For all other violations submit an in-game petition. We understand that queue times are fairly high at the moment so it can take awhile to get to your report but we will fully investigate any report submitted. As I said it may take awhile to make a noticeable difference to the realm but keep at it. Go for the worst offenses first and work your way down. Once it is shown that the population is serious I can tell you from personal experience that it will improve dramatically.
