Unable to Transfer due to Mail Issue

I have been attempting to transfer my hunter since the Transfer services have come back online, but it has been consistently been saying this:

The character you are trying to transfer has mail in his or her mailbox, or inbound mail that hasn't arrived yet (possibly from a quest). Please wait until all inbound mail has arrived and make sure your mailbox is empty before trying again.


I have no mail in my mailbox. No old undeleted message, nothing. I have waited for over 3 hours to see if someone had sent me mail, and nothing worked. I abandoned all quests, turned off all mailbox addons, triple checked the Auction House, and they were all clear, but I am still receiving this message.
