Faction Change???????

Have the money, ready to give blizzard more of it yet for some reason it says Faction change is currently unavailable and to check back at a later time. When?

I am seriously no longer interested in playing with the current faction my character is on and I am not at all in the slightest interested in leveling another character of the same class to 80. So I suppose my paid for subscription time will sit unused until Blizz decides to reinstate an advertised service???? Extremely frustrating guys, I wouldn't be so frustrated if you would explain why it is currently unavailable instead of a sorry check back at a later unspecified time. I am more than willing to pay the fee!

Back to more waiting around for something to happen, and getting no use out of my 14.99. I wonder if there is any sort of refund process available for lost game time? Who am I kidding of course there isn't. I hope it is available soon, like I said I am not interested in leveling yet ANOTHER character to 80, especially one of the same class which I already have.
