Hello,

Is is possible to transfer a 20+ level character to a new, RAF account, to receive the benefits?

Yes. You will receive the standard Recruit-a-Friend bonuses for the character that is transferred to the account; however, the benefits will not be applied retroactively. In other words, if your character is level 20 and then transfers to a Recruit-a-Friend account they will not be able to grant 10 levels unless 20 additional levels are gained. :)
