They have restocked the US authenticators, but have no with the canadian ones.

Is it possible to buy a US one with a Canadian address?

If not, Does it often take longer to restock one than the other? If so how much longer?

As you've noted, the Authenticator which ships to US addresses has been restocked, but the international version has not. We're actively working to restock this Authenticator as well; however, I do not have any specific details at the moment. I'm currently inquiring further and will be sure to update you with any additional information I come across.
