Paid Character Transfer Inbound Mail Issue

I have been unable to perform a paid character transfer due to 'inbound mail,' yet my mail box is empty and i've been checking it over the past couple hours, its still empty. I've read other posts with the same problem. Some have mentioned possible issues with spammers somehow causing problems.

I would very much appreciate help with this issue so that i can perform a paid character transfer, Thank You.
