whats the final ruling on this? i hear all sorts of stories and i can't find anything on it in the rules.

The policy Ewing and Bullchanon mentioned is still accurate and up-to-date. We do not allow casino advertisements in-game or on the forums. Running a casino that does not advertise is not currently in violation of our policies; however, please be aware that policies can change over time.
