Hotfix nerf

Why is it that when rogues were topping meters at the begining of icc they got hotfix nerfed by a pretty large portion of damage (either 7 or 12% i cant remember which) But now when fury warriors and fire mage take up more than 90% of the world of logs top 10 on 25 man normal and heroic nothing is being done?

The rogue spec that was nerf'd the most dosen't even make it into the top 10 but a hybrid who supposedly has a damage tax is beating them on every fight. The rogue class itself dosent even make it into the top 10 of 25 heroic.

Does this not strike anyone else as odd?

Rogues were nerfd before t10 4 peice was common place among raiders, most people knew their dps wouldn't scale up much beyond what it was at the begining of icc while most others would go up drastically after they got 4 peice and stacked a ton of haste/arpen. Is there any chance they can revert the nerf now that they know for sure we don't scale? As GC said its a knob to be turned up or down depending on how rogues sit. So far it has never been turned up.
