We aren't happy with wait times either and continue to address phone, petitions and queue times.
Not all that long ago, our Billing offices were available Monday through Friday, 12 hours a day, then they went to 7 days a week, then to 7 days a week, 13 hours a day.
I do apologize if waiting in a queue is frustrating, we know it is and are trying our best to get those times down.
Upgrading from a store box is always an option for your particular issue. What causes that can vary, and even calling Billing may not produce an answer to the cause, some we can tell, some we cannot. They usually can help, however.
I am happy to hear you did get upgraded through alternative methods.
Now, as to posting here on the forums. Please be mindful of your language and attitude here. We have a forum code of conduct that is rather strictly enforced. I'd hate to see your posting privileges removed from frustration.
