So...

I have been enlisted by a friend to post here and ask just how long does it take for wowaccountadmin to get back to him..

Friends account has been locked, and its been nearly 1 week and no one has gotten back to him yet on how to dispute/sort out whatever the issues are.

He has been a loyal paying customer for a long time, he would like someone to help him out

If he has already received a response from Account Administration stating that the situation has been reinvestigated and they will not re-open the account, then that is likely the final call. That indicates that the situation has been looked into once again and, due to the evidence they have on that specific account, the original findings are confirmed; that validates the closure. Unfortunately, there is not much else we can do on the forum regarding this particular issue.
