Account recovered, restored, but still banned

I'm posting on behalf of a friend (character name: AnÃ server name: Silvermoon) who had his account stolen a few months ago and later banned. He then went through some efforts to get his account back and after Blizzard determined he had been hacked his account was returned to him and his characters restored. Except he's still banned. Is there a waiting period he has to go through or did someone just forget to hit the unban button?
