Stormwind summoning circle missing

The Stormwind summoning circle for the gnome/human quest "The Binding" appears to be missing on the oceanic server "Aman'Thul" I'm not sure of its existence of other servers, I just know it's missing on this one. Several other players are currently experiencing the same problem.
