This exists right now. :(
To address the topic at hand I think the announcement today made it clear that our objective in promoting more positive and constructive discussion on our forums and websites is still the goal. For StarCraft II that goal is fairly well supported already as the in-game character and character code create a unique name attached to a person's StarCraft II license.
Taking that idea of accountability and expanding upon it is something that's obviously being discussed.
