"Call Out" threads

What exactly is the rule about mentioning character, guild, and server names? Some people seem to think you're never allowed to describe another player's character and what they may have done in-game. Yet, I've had Game Masters tell me to post a thread on the forums in regards to a non-GM-actionable personal conflict.

I've looked through the Code of Conduct and Posting Guidelines, but there's nothing other than a "no harassment" policy. It does not lay out an explicit ban against discussing other players...only when harassment is likely to occur as a result.

I'm only interested in clarification.

Naming of characters or guilds could be viewed as a form of harassment or trolling. Forum suspensions are cumulative. Repeat offenders usually receive escalated penalties on subsequent violations.

You can discuss behavior, you just can't give names.

The reason for the rule is someone might make something up. I could say you made some inappropriate comments in trade chat about (insert something that makes people emotional here) and forum mob mentality could erupt and you'd get a bunch of nasty tells from level 1 alts. That's not good mojo.
