Cannot Log in until Character Update Process

Hello i whenever i try to log on to one of my characters it says i cannot log into it until the character update process i initiated is completed. I haven't paid for any Character Transfer services or race/faction changes. The character i'm Having problems with is

Character: Draully
Server: Khadgar

You need to contact Billing on this, Ret.

There is a Billing issue and this was locked.
