According to the loot rules you presented for the run, it sounds less like anyone scammed anyone else, and more as though someone else has unusually good dice luck.

However, since rolling is handled realm-side, there isn't a way for a player to 'hack' the roll system. This situation was likely a looting dispute, and while disappointing, not the kind of situation in which our staff is likely to intervene.
