RNG or hack

So tonight I ran TOC heroic daily and another guy won everything but one item someone needed.

the rolls he won were all DE rolls, and one need roll.

He rolled need on a melee dps thing as a caster.

Is there something going, a hack or is this just incredible bad RNG Carma?

It sucks to be me cause I am winning very little. Just my luck :(
