PvP warrior spec

Right now im a prot spec warrior because i mainly do dungeons to lvl but whenever i go into PvP i dominate. Ive killed every other spec of warrior with ease why don't i see any prot speced lvl 80 pvp warriors. Does Arms or fury pass protection at higher levels?
