I am sure this is working as intended, it just frustrates me. I have run innumerable random instances trying to get the correct neck piece from the random loot bags. I get the same gloves over and over and I will occasionally get necklaces for the melee classes. I cannot succinctly put into words how many hours I have spent trying to get this necklace.
I understand that with instances there is a certain amount of randomness to the loot, however I feel that this is rather ridiculous. I pay $15 a month so I can actually use the gear that I get, not so I can spends hours on end trying (and failing) to get the appropriate gear.

It might not be a big deal to someone else, but I imagine that it's been extremely frustrating for you, and for that I apologize. I know what it's like trying to get a particular piece of gear, only to seemingly be stymied by the fickle hand of fate and fortune at every turn.
When I'm having issues acquiring a particular item, I take a break and shift my focus to something else - or I help friends or do something else that I enjoy in-game. After all, if I get too frustrated, then I'm not having fun, and that's why I play. When I find myself getting 'gear tunnel vision', I find that it can interrupt that enjoyment.
I will say that 'farming' for a drop as random as a bag loot drop may not be a satisfying course of action, since those drops are so very subject to the 'roll of the dice'. You might be better served seeking out an item that drop from a specific boss, or if your character is of high enough level, one that can be acquired from a vendor.
