Selling titles and mounts

An applicant to my guild told us that his previous main character was banned recently from selling title run and mounts, such as Starcaller or Mimiron's Head, for in game gold. I was under the impression that this behavior is within the terms of service, but he claims that this was a change in the last couple weeks in Blizzard's policy.

Is selling titles and mounts from raid runs exclusively for in game gold now disallowed?

Unsupported, but methinks there may be more to the rest of that particular story.
