Unable to log onto character

"You cannot log in until the character update process you recently initiated is complete."

I get this message every time i try to log onto my priest. Any type of help or information would be appreciated.

I have opened an in game ticket but i haven't been able to play my priest for a bout a month now.

Unfortunately, Mooheal, it appears that there was an issue with the payment associated with the character transfer. I'm afraid the negative charge will need to be settled. Please contact our Billing and Account Services department, Mooheal, I'm afraid our In-Game Support staff is unable to help with such issues.
