As Ziraah indicated, Trauma, if you have your experience gain turned off you will only queue with others in your battlegroup that also have their experience gain turned off.
This is to allow those who choose to "twink" the ability to do so while not impacting others who are playing normally. Queue times may be exponentially longer due to the fact that there are not nearly as many people queuing for battle.
If you are looking for faster queue times you'll need to increase your pool of possible participants and gain experience along with everyone else otherwise, depending on the level of participation, it may be awhile before you will be able to join a match.
