I wasn't aware that there was a deadline or guaranteed response time. Though I understand the frustration that our current wait times do cause and I am sorry for the inconvenience caused by our current response times. We aren't any happier with them that you may be.
Chat and mail privileges are usually removed for update to 24 hours when an account is continually spamming. This is an effort to curb possible gold selling/advertising or players who have otherwise lost control of their account. It has the added function of providing a substantial warning to someone who was spamming that such behavior is not tolerated by their follow players and that if they wish to be able to use the available methods of communication that it is best to remain within the bounds of our policies.

Given the time of when the action was originally taken it looks like you should have chat and mail functionality returned in approximately 5 and a half hours.
As for your issue with your camera and zooming in and out, this may be an issue with your mouse, depending on how you are scrolling in and out. You may want to look into that. Otherwise our first recommendation is usually to try resetting your User Interface.
