It is always the spell power cloaks, the healing or dps one.
Can you please tune up the droprate of the tanking cloak?
You have 500 tanks that should be in the random Q's, but are in that stupid holiday instance because they're chasing after a good cloak that NEVER DROPS.
Random chance is, alas, random. As far as I am aware, there is not an issue with the drop rate on the Icebound Cloak, though I can understand your frustration if you haven't happened to have acquired it for yourself quite yet.
Fortunately, unlike the Satchel of Chilled Goods, you can have a shot at a cloak each time you face Ahune for the day, and I wish you the best of luck.
