why is this now an interface option, and what exactly is a 'toast window'?

The Toast Window is the Battle.net alert pop-up window that shows certain updates, such as "X friend is online."

If you have Real ID friends the Toast Window will send you specific alerts, like when they come online as mentioned in my previous post.
