Raffles against the rules?

I have a question dealing with ToS and such. I have been considering building a chopper and then having something like a raffle on my server to sell it.

it would be a 1k gold entry fee due on the day of the raffle. those participating would pay the 1k upon invitation to a raid group. once there is a set number of entries, (15 or more), then those involved would simply /roll. highest roll gets it. in the event of a tie, naturally there would have to be a re-roll for the high rollers.

if the top roller manages to roll a 100, then they get their entry fee returned to them as a bonus.

the funds collected from this would go towards the purchase of parts to build another chopper for another raffle at a later date.

i know that a lot of people would be upset about losing 1k gold, but it is for taking a chance at a chopper. the whole gambling side of this is what i am worried about. i don't wanna get banned for gambling or organizing a gambling venture.

was hoping for some feedback on if this was a good idea or not. thank you in advance for any and all serious responses.

While in-game gambling is permitted, Exelon, advertisement of the associated casino, raffle, or lottery (et al) is not. You can learn more about this policy here: http://us.blizzard.com/support/article/27048

Please note that while in-game gambling is not specifically supported, if it is evident you are purposefully attempting to scam your fellow players, the Game Master department is likely to intervene.
