Would seem that way, blizzards blue tracker has been removed, and if you notice there are no blue posts on any of the (healing, damage dealing, or tanking) forums that were posted recently...

We post when we think we have something interesting to say. We read everything even when we don't post.

I personally don't know the status of the tracker. There wasn't a conscious effort to disable it as far as I am aware.
