Yes, they will respond either way. I notice you say this is a few months old, depending on what exactly happened we may or may not be able to reconstruct things exactly as they were - but they'll let you know.

Unfortunately, at the moment, yes. They are working hard to get those times down and that queue can fluctuate quite a bit and quite quickly - but it's been at 10 for a few days now.
