Unable to do paid server transfer mail in box

The character you are trying to transfer has mail in his or her mailbox, or inbound mail that hasn't arrived yet (possibly from a quest). Please wait until all inbound mail has arrived and make sure your mailbox is empty before trying again.


But this is not true. I have no mail in my box and should have no mail pending as I haven't played this toon in a while.

It looks like you had an old message from when your penguin was delivered, Xenthor. I removed it for you so you should be set.
