Is this harassment?

Probably need a bit more background, here.

If the person is saying rude things to you in whispers I would say yes.
Couple of things you can do:
Put that person on ignore report the behavior. (Give as much info as possible about the situation.)
If the person creates another toon and continues the behavior, update your ticket to include that the person is bypassing the ignore feature by creating new toons to harass you.

That's about all you can do, short of logging off and playing with another toon for a while.

Normally, no.

PvP realms have pvp solutions. In nearly all cases, barring the breaking of any rules, that's going to be the answer here.

Well, that makes me wonder if your are the hunted, or the huntee.

It's not a 'cool' thing to do, but not necessarily against the rules.
