Quote from a blue, so my point is very clear:

Enhance is intended as a dual-wield tree. We aren't going to support a competitive 2H spec. We aren't going to prohibit it, but it won't be competitive.

Basically my posts have involved me wondering why dual wield isn't available to enhancement much earlier on. (to put it in a nutshell.) You may have to read through various responses to get an idea of where things are going.

One point I will make is I understand the resto/elemental dipping in to be able to dual wield two weapons:

Well while I understand the to keep ele/resto from dual wielding.
Lets say they make it a talent point at the tip top of the tree for enhancement. (So it's available at 10)
Add a stipulation to it: reduces spell power by x amount for weapons equipped in the offhand. (say 75%) or whatever sounds decent.

Maybe make it read: "Grants the shaman the ability to dual wield [list of weapons.] When dual wielding the spell power granted from your offhand weapon is reduced by x%."

Editing this post to make sure I'm clear that I am not complaining about making shaman 2h viable. It's strictly a valid question as to why dual-wield isn't available earlier on if it's intended to be that way.

They can, but they won't want to.
