Blazing Hippogryph - bugged?

I was pretty lucky with getting this loot card, and after reading and comparing stuff on wowhead, I decided to go ahead and learn this item. It clearly says 100% ground mount speed, 280% flight speed - and changes depending on skill level.

This is the exact same buff that you get with the Headless Horseman mount, and the Celestial steed...yet you can't use this item as a ground mount, and it's not scaling to 310%, considering I have several 310 mounts.

Is there any way this is going to get fixed in the future, or is the tooltip/buff just messed up?
Would love a reply from a GM.. I feel stupid for learning this mount, considering it's not what its doing what it's described, plus its slower than what I usually used.. Could have given it to an alt or something :\

thanks

Our Quality Assurance and Developers are aware that the mount does not currently scale to 310% and they are looking into it.

As far as I am aware though the Blazing Hippogryph is only considered to be a flying mount and can no be used where flight is not possible. I am sorry for the confusion that this may have caused.
