is it possible to link accounts outside of refer a friend or is that the only way?

Oh. I'm afraid that your friend is mistaken, Shamzenite. Your friend will be unable to give you his Rogue under any circumstances--not even if you were participating in the Recruit-a-Friend promotion. You're welcome to level your own Rogue, though.
