Yes, this has unauthorized access.
You need to find out how they got your password and ID first and foremost or they'll be right back.
This transfer was just done, I'm sending a note along and also asking this be looked into further for you. They also added an authenticator which I'll ask be removed.
Please check your email for further details - as well as go over the steps below. Right now, security is the biggest concern so they can't come right back. It also wouldn't hurt to make sure not only your system is secure (and any system that may have been used) but also your email - or even change your email to a new and unrelated one for just WoW.

If an account has been merged to a Battle.net, or if an email has been changed, or an authenticator added to the account (not the player's own) one of your first stops is going to be Billing. They need to get those sorted out first so the rest of the processes can continue.
