You are mistaken, Recidivist. Yes, the characters/accounts are added to a temporary ignore list that lasts for the duration of your play session but that is not all that happens. A report is also filed and sent for review. That report in addition to others submitted by your fellow players aid us in addressing spam reports.
In order for it to be effective though, Recidivist, you have to use it. Others on your realm also should use it. What happens in a chat channel is essentially under the control of the realm. If you don't like it, you have the tools to address it.
If you believe a chat cooldown is a good idea you are welcome to post in the Suggestion forum. Directing you there was the appropriate advice. It doesn't make the person a troll. It is easy to simply dismiss someone's advice when you are frustrated, Recidivist, but that doesn't make what they have said less valuable.
