Is this reportable? Semi-ninjaing/Abusing

Black Icicle (1H Mace) just dropped from Heroic Halls of Reflection. A Ret Paladin rolled need on it and won it, then continued go on about how he only "need" on it to vendor for money. Essentially he's abusing the LFD Need/Greed system and is practically ninjaing the item rolling need. No one can justify that when someone else needs an item, and everyone knows Ret Paladins don't use 1H DPS weapons.

So if I report this is there any chance I can get this item? This is not right and quite frankly I'm disgusted the system allows for this to happen.

Should you feel that the Need Before Greed loot system should be changed to better accommodate our players, we welcome you to voice your suggestions on the Suggestions Forum. Unfortunately, the Game Master staff will be unable to intervene in cases where another player rolled on an item you would get better use out of.
